No, it's not normal. It's a leaf gall of some sort. How you would treat would be depending on the species of tree and of the gall insect.

It's commonly called Swedish Ivy. Latin name is Plectranthus australis. Used to be a very common houseplant, the kind everyone would take cuttings and pot in hanging baskets.

It's torenia. I've never had one, so can't help you much more than the name. The flowers are in many colors, so if you google images, look at a bunch to find one that matches yours.
