This could be the Cereus peruvianus

to be identified we will need a pict of the plant. I think it must be a member of the Cereus family , but without plant ans spine detail difficult to say !!

I agree , it is a Sempervivum. Those plants resist very wel on temp utill -15°C. I grow them on a roof . Have a collecton of more than 140 diff. species.
